When I bought my laptop, Windows 10 was already installed on it. A Windows CD or something similar was not included.

I'm now wondering if I can uninstall Windows so that all virus stuff is deleted from the computer and how can I reinstall Windows, does anyone know how to do that?

So first save important files on other data carriers, boot Linux and format the hard drive from there, then Windows 10 is finally uninstalled. So you can reinstall Windows 10 without any problems.

It is normal with a virus, so it depends on what it does, whether it affects the operating system or the SSD or HDD. But I don't want to lean too far out of the window.

Make a Windows Boot Stick using another PC and only keep the product key. Connect all previous data to a PC without Internet and ideally have it checked by a good virus program. Replacing the hard drive would not be a good idea as it would void the warranty.

If windows 10 is uninstalled how can I reinstall it, do I have to download windpws 10 somewhere beforehand, because I assume that if I uninstall windows then I will no longer have a browser, etc., how should I reinstall windows afterwards?

An operating system can't be uninstalled.
At best, it can be deleted.

In your case:
Go to an uninfected computer and create a https://www.microsoft.com/.../windows10 there.
Boot onto the infected computer from the disk.
As part of the installation, you delete all partitions on your system disk and then reinstall Windows.

Your old data is of course all gone.

How to proceed:

Download the Media Creation Tool from the Microsoft website. With it you can create a Windows 10 USB boot stick. All current updates are also packed onto the stick. You have to do this on a non-infected system.
Boot the created stick on the affected laptop and follow the instructions of the installation wizard. It offers the possibility to delete everything. One should do that. It will be reformatted. During the installation, the laptop will restart several times.
You do not have to enter a product key because it is permanently integrated in the BIOS and is automatically adopted when it is activated.
After Windows 10 starts for the first time, you go to the manufacturer's page of your laptop. Download and install the drivers there.
