Too full hard drive means programs can no longer be uninstalled correctly?

I currently have a relatively full SSD hard drive and therefore want to uninstall some things.

The problem is the program is uninstalled but the hard drive does not recognize when it has been completely uninstalled and to uninstall the next one I have to restart the computer.

So my question is that the hard drive is too full or what is the reason and can I fix it somehow without constantly switching off and restarting?

Windows 10 home is installed on the Lenovo l340 gaming notebook.
