The acer laptop (second link) has chrome OS
I do not recommend this operating system
You can actually use the Thinkpad x250. He should make things easy. There's really not much in the price range so I wouldn't go for the Chromebook.
The X250 is a bit small but think that shouldn't be a big problem when it comes to things.
I would recommend a used laptop on Ebay.
