No, the activation code is only valid once. But there's the Office package on eBay for 4-5 euro.
You have to uninstall it on the old PC. Then you can use the key again.

Jaein. I always buy licenses from Lizengo privately. I used to get cheap licenses from eBay, but most of them turned out to be split company licenses. Three were banned, I'll never do that again. I'd rather pay on it.
PS: I don't get more if the key costs less…

You can probably link the license to an MS account. Then uninstall on the old laptop and download Office on the new laptop and log in with your MS account.
