Should you buy a used laptop that is in good condition and is one year old?

I think that is perfectly clear as long as it can still be used. And of course the price should be right too. But I don't think it's a problem.
Basically, nothing stands in the way. You should make sure that it is just like buying a used car from a private person. Maybe the car is 2 years old and only drove 20,000 km, you have bad engine damage on your way home it is bad luck. It is of course no different with the PC. The PC's are now relatively robust, but you are never stuck in them. I would say the price is still decisive, at the age of one year you can say that you only pay roughly 60% of the new price, of course you have to know what it is worth to you, but a device loses its value through use. It's different with a Mac, for example. Since age is almost irrelevant again, they will become collectibles anyway.
Test it out and let your gut feeling decide, but on eBay etc. Wouldn't I now necessarily "buy it on good luck"
Since I don't always need the latest from the new, I only buy used ones and have had no negative experiences so far, except for a Dell d630, which had the known graphics card problem with the nvidia chips. But aside from that, you can safely buy used ones. You can find out about the selected device and any problems beforehand.

Basically no. If you do not have a seller who, purely by accident, takes the device back out of goodwill, you only have to resell yourself.
