Switch on your laptop and control it remotely?

Is there a way to boot up and control your laptop remotely from your cell phone when you are in another Wi-Fi network?

Windows 10 PC / Android 10 cell phone

Remote control is not a problem, but using a cell phone because turning on the laptop is very difficult to very impossible.

So I can recommend remote control to Teamviewer, you just have to keep the laptop on all the time and stay connected to the Internet.

You would have to program relatively difficult (for laypersons).
