I still maintain 3 PCs with old operating systems because of the variety of reasonable software that no longer runs on 64 bits. So I can't recommend a used laptop there, they are all only available on 64 bit. With a PC, you can spice things up a lot (for example, I laboriously upgraded the RAM for my 20-year-old DELL). The Dell has a great sound card and 3-D graphics, which you could just use for the respective processor. And now I can play Monkey Island or similar class again.
