CD-ROM is not installed?

I wanted to install some games (sims 2 & extensions), unfortunately the CD-ROM versions do not work somehow. I have an external drive from which DVD-ROM programs can be installed on my laptop as normal. If I now insert a CD-ROM, nothing happens, if I want to access files, the program files appear, but nothing happens when I click on them / or it runs very slowly and crashes at some point (no feedback.

Incidentally, I have Windows 10 on it.

Why can't I install CD-Rom's?

The game may be designed for a different version of Windows.
