Android / Windows: Use network sharing?

I recently found the "Neighbor networks" path when moving some files. (see pictures) a print on the path then revealed an overview that showed the laptop (WLAN, Win10) my mother and enabled me to send data to just those. My computer, which was also turned on (LAN, Win10) is not displayed. Where can I set the that I can send files to the computer, or that he is visible?

I figured it was because my computer was blocking share / discoverability on the network because of a security feature. Nonetheless, I'd like to thank you for gloriously finding a solution that was so simple that it was out of my focus because of a complex problem.
