This depends on the notebook, with some you can disable it in the bios, others only via the driver. But one method that always works is to disable it in Windows Device Manager.
For me it has activated again after each restart. In the device manager then it stays off.

For some, this is directly in the bios.

Otherwise you have to see if there's a keyboard shortcut (Fn + F1-12)
