Is AMD Adrenalin also suitable for laptops?

Can you use the AMD Adrenalin software on laptops / notebooks?

I have a notebook with the Ryzen 3 3250u and Vega 3 graphics and unfortunately no possibility to change any settings etc.

My old notebook had the "AMD Catalyst Software".

AMD Adrenaline software is made for the operating system. You can check whether the newest driver supports your hardware at AMD.
