Upgrade - could stay slow. Complete reinstallation (which is preferable!) - will be faster.
It becomes more secure, a few days ago Windows 7 locked the security updates, no matter what is going on, do Windows 10 and maybe format the hard drive and if you don't have one, an SSD to boot

Well I also had a slower laptop and this time Windows 8 was pre-installed instead of Windows 7. When I upgraded to Windows 10, I couldn't really tell the difference in speed. I think it is about 5% to 10% faster, but still slow and susceptible to overload.
I would prefer to access 2 most sensible solution: try to completely reinstall Windows, because that can also fix the speed somewhat. Otherwise, option 2 would be a better laptop or PC.
If you switch off the visual effects in Windows 10 after the upgrade, it runs a bit faster than Windows 7. In addition, you then have more system resources available.
