Now I've built a pc together with ryzen 3 2200g have cpu and gpu overclocked to 3.8ghz and gpu 1500mhz to 2 × 4gb ddr4 2800mhz
Will I have much more power with settings low and 4zu3 in 720p?

Yes, you will definitely get to the 200 fps I think, but in a nutshell: it does not give you anything more fps if you do not have a monitor that supports it.
If you have a 60 Hz monitor you can use only 60 fps effectively
