I have a Toshiba laptop with the following hardware:
-Intel Core i5-4210U CPU @ 1.70GHz 2.60GHz
-12 GB RAM
Two graphics cards
-AMD Radeon. R7 M260
- Intel (R) HD Graphics Family
Only get 60-80 fps in the game with low graphics settings and the lowest resolution.
I've tried all the console commands.
Accordingly, you can't gamble cleverly.
Am grateful for any help!
You can no longer do more than any programs that run in the background (Chrome or similar). You can't do that much with your processor because the clock frequency is actually quite low. It's still amazing to me that you can do it at 60-80 FPS. I have e.g. A processor with 2.13 GHz (two cores) and 8 GB RAM and only manage an average of 15 FPS (depending on the map).
There's probably not much you can do about the console commands if you say you've tried them all to no avail.
Another possibility might be that you look in the energy settings and check whether the performance may be reduced to save energy.
Check if the game uses the Radeon at all and not the Intel graphics.
Since the Intel Core i5-4210u only has 2 physical cores with a very low base clock, it looks like a CPU limit with your approx. 60 to 80 FPS.
Where do I see which graphics card is used?
Can you somehow increase this limit?

Unfortunately, you can't change the CPU limit / raise it above 100%. Unless you are currently playing on the battery, or in Windows energy management "Energy saving" is currently selected as the energy saving plan.
You will hardly see more than the guaranteed 1.7 Ghz base clock while playing, because the i5-4210u from Intel was designed ex works for particularly economical operation.
Due to the fixed power profile of only 15 watts TDP, this CPU can only go into turbo mode for a very short time. That can't be changed either.
