My son will soon go to HTL 1 Bautechnik Linz and needs a laptop for this. Could you recommend me one that works well for ArchiCad 23 best under 1000 euro.

There are thousands, but look for one that you like and that meets the minimum requirements! What the minimum requirements are is on the ArchiCad 23 website.
Every new entry-level notebook can easily cope with CAD today, even rendering works without jerking. Only the monitor should be as big as possible. There are hardly 18.3 inches and if so, then expensive, then 17.1 inches would be the least! 15 inches is not at all for me.
