I would like to install the City-Bus Simulator New York on my notebook. My notebook runs under Windows 10. When I insert the CD-ROM into the drive and want to run the setup, the following message appears "This app has been blocked for security reasons. An administrator has blocked the execution of this app. For more information, please contact the administrator" I'm the administrator. Is there a way to install the game anyway? So somehow bypassing the message?
Right click once on "Setup", click Run as administrator.
There comes the same error message.

Yes the CD / DVD drive is ok. Other game CDs run without problems.

@pcdenker I got so far with the link that I could call the "command line with administrator rights". There, as described in the article, I entered the path, in my case G: /Setup.exe and pressed Enter. The same error message came up again. I was hoping it would work out, but it didn't work out.
There's a folder on the CD called "Setup". I went in there and clicked on the setup. It works now. There was also a setup outside of this folder. That was wrong. Apparently it was the setup in the "Setup" folder: Thank you very much for the great help and patience, pcdenker!
