Budget laptop (approx. 500 euro) for cities skylines?

Dear community. I'm passionate about playing this game on my PS4 and would love to have mods such as Use the Traffic Manager President Edition. Would a budget laptop be sufficient from the specs to play the Vanilla map and the TMP Mod? P.S. I don't want to play at maximum settings, just get 30 fps like on the PS4.

Basically you get a better PC for the money, especially if you want to hit mods, which you. U. The. Performance drastically deteriorate.

I would also prefer to build a PC myself because you have more power just like @criMZ said.

Very understandable but would the game play with the TMP Mod on a Ryzen 3 processor and Radeon Vega 3 at all?
