I would be very interested in whether it is somehow possible to locate your laptop (or cell phone) when it is shut down? Is there a software that I can install, or is there a provider that does something for you?
Since I often travel by train and usually carry my laptop with me.

There's such a thing. But is not cheap. Only works with a GPS tracker. There's something like that for dogs.
There's no other way when the device has shut down.
