Whether a computer is 15 years old (hello Windows XP) or 1 year old does not affect the ping. If the computer is slow this could be due to the old rotating hard drives. Replacing with an SSD only helps here.
Also if you have little 4GB RAM? Have, it makes sense to upgrade to 8GB so that you can keep several programs or tabs open in the browser at the same time. 4 years is not an age for a computer, but as I said, once in a while you should upgrade the hardware if you know where to start.

And the three things can easily be overloaded with an old laptop.
