The mouse on my laptop reacts in the normal "one-finger operation" as I would control with the arrow keys (I hope that is indecent). With two and three fingers, I have to double-tap again the file or whatever is clicked before I can move the mouse. If I double-finger with a finger opens the light blue window with which you can select several files at once.
My question is how can I use my mouse with my touchpad back to normal.

Some older laptops have this function when you move your finger on the edge. At the edge of a scroll bar is imitated.

I do not understand. What about two or three fingers? If you wipe with 2 fingers you should be able to scroll.

You can restart the laptop, which usually fixes many problems, even if I do not quite understand your problem. Otherwise, look in Device Manager and make sure the latest drivers for the touchpad are installed, maybe re-install!
If the problem persists I recommend a mouse. Much more practical.
