My laptop can only use about 3.3gb ram of 8gb?

My laptop (64bit) has 8gb ram installed. However, even if I look in the resource manager, are constantly at least the 4gb in use, although I just just the browser open. So I would like to know how to release more of my memory so that I have more than 3gb Ram available.
