Go to an Apple Store if you get stuck. It would only be important here that she has her identity card and ideally the proof of purchase. As a rule, they should be able to do something there. Or post a photo of the message on the iPhone. Vlt. Can I tell you more then.
I don't know what else's father is familiar with, certainly not. Either unlock again or never use it again, but after 90 days the lock won't be lifted by a fairy. You can remove the PW at icloud.com or put the phone in dial-up mode and reset it with iTunes.

Can you do the same at Media Markt?
No. Go to an Apple Store, even if the next one might not be around the corner or call Apple Support (https://support.apple.com/de-de) and tell them exactly what the problem is. Can help already. But Mediamarkt or Saturn can't do anything about it.
