Laptops often have temperature problems, especially when they're a little older. You can never get a laptop as dust-free as a tower PC.
This is exactly why there are dozens of different versions of laptop coolers.
It doesn't matter in the browser, overclocking shouldn't be active.
First see if your BIOS has a setting. ASRock and ASUS boards usually have settings to operate the system either for performance, energy saving, or low temperature. Of course, each of these means disadvantages for the other 2 options.
Then see whether programs are running in the background that do not have to run. In principle, only the operating system, antivirus (possibly sound and hardware drivers) and your browser should be running. Everything else should be off, this saves performance and heat.
If everything fails, see if your afterburner also has fan or power settings. An ASUS GTX1060 e.g. Has a GPU tweaker with OC mode, gaming mode and silent mode.
If everything fails, the fan must be cleaned. You can either try it yourself (I advise from) or give it to a company that specializes in PC repair. They often make it very cheap for you.
And maybe change the browser. Chrome eats good performance and drives the CPU up, so I switched to Brave myself. It's like Chrome's suspension, but with a pre-installed ad block and no direct Google link.
