I wanted to format the hard drive and it does not work because I did not have OS pre-installed Windows 10 and I wanted to install Windows 7 but in between I installed Linux Ubuntu 18.04 so the disks were no longer NTFS and I accidentally deleted the Linux partition and I can Windows does not install there's a possibility to format the hard disk without operating system

The Windows installation wizard usually offers the option to format the hard disk.

You could also boot from a live system and format the hard drive over it.

Use a second computer and install the Linux live distribution on a USB stick. Now boot from this USB stick and use the disk operating system of the live operating system to format the hard disk.

The expert probably does not know Linux formatting. Windows GUI ignores everything but everything that is not Windows like. Ergo FAT and NTFS everything else is invisible. Just with DISKPART you can do that, which is also via Windows Rescue or installation CD, you just have to come to the command line.
