For 300-350 EUR you won't find anything more appropriate in terms of gaming performance. At least nothing modern. Playing and recording videos is also poor. But for the price range you can run office applications.

Far too little, you should also put on a PC for something like that. If you assemble it yourself you will find the parts with a total value of 600-700. That would be very good if you don't play high quality games.
You can get a laptop better and a general tip is to take a computer, you can still dive when it is no longer a part and that is an advantage on a computer over a laptop, you can do minimal things on others
