Laptop is like slow motion on VLC playback?

If I run a video over VLC (no matter which, mkv, mp4) and drag the video from top to bottom while the video is running, the notebook is as if it were running on slow motion, i. The window as well as the mouse cursor moves very slowly back and forth. My notebook has 2 GraKa's, an NVIDIA Geforce 1070 and an Intel HD Graphics 530. 16GB memory and is zero loaded by other programs.
What could it be that it hangs like that? Is not normal xD

I've found the solution myself after a long time trying out. Lag at the USB reporting rate of the mouse which was switched to 1000Hz. Down to 125Hz and voila. Thus, the topic is closed!
