A little confusing, anyway
To buy Minecraft Java you first need an account which you create on minecraft.net. If you then bought Minecraft you can download it to any PC / laptop again. You just have to be logged in to minecraft.net with your account. If you downloaded it (the launcher) you will have to log in again to play Minecraft.
