PayPal by mobile phone without Wi-Fi?

My sister had paypal 2-3 years ago then she got a message from paypal that your account was restricted because it came to several kontoaktivtäten? This means that by the their laptop or wlan several people have registered with paypal friends etc…

Now I wanted to ask if I can use paypal through my mobile but without which I'm connected to my Wi-Fi whenever I make a payment or what I want to send, I turn off my Wi-Fi and do that with the 3G internet as well as outside…

These are spam emails in most cases! Do not respond, but ask / report to Paypal!

I make about 10 payments per month via PayPal

and about 8 of them via a public WLAN,

Such emails are usually not genuine and lead to phishing sites.
