The ThinkPad E15 would only be 15 inches from 650 euro. You can find used older models a lot cheaper. But of course it doesn't have to be a ThinkPad, it was only my first recommendation because it was stable. Cheaper: The new IdeaPad series from Lenovo should also be quite good. Otherwise HP Envy series for example. There are endless possibilities, just filter for at least 8 GB of RAM and the 15 inch. Most current notebooks are up to the requirements mentioned.

ThinkPads are more expensive compared to "normal" notebooks because they are more robust, more suitable for retrofitting and e.g. Have a better keyboard. In terms of performance, there are no real differences from other models. With the IdeaPad, for example, you have more battery and more hard disk space for the same price, but you can't upgrade any RAM. What is more important to you is up to you. However, as I said, you will meet the requirements with both devices.
