Laptop help can i delete this?
This folder contains 10GB and there's no plan what that is there sibd only folder with many letters and numbers can I delete them or are they important?
To put it simply: I would not delete that. Looks like system files. AMD points to your board… Better to let it stand.
Do not delete! Systemically relevant, as emem2020 already wrote.
If they are not from the x32 folder, you can delete them, but if they are from the x32 folder, then you can no longer use your PC / laptop, there are then error messages for every action.
Here officially from Microsoft:
The WinSxs folder contains all files required for a Windows installation. All updates to system files are also stored in the component store. As a result, the Windows component memory grows more and more over time.
So - at most you can compress the folder. There are instructions on the net!

What about the "Program Files" and "Program Files (× 86)" folders?
If this is a serious question, you shouldn't be allowed to sit in front of a computer.
The two folders mentioned are the key directories for all of your applications.
