My chrome browser version 78.0.3904.108 (official build) (64-bit) has unfortunately become very slow, but when navigating in your own library, so laptop internally not online, it is faster.

Try to clear your cache.
Go to your browser and press CTRL + H.

Norten is not a bad AV, it's just overrated in my eyes, pop-ups that protect you from danger, but do not tell you what it is, are a sign of that.

Chrome and Defender are about to download, exactly the same as Norten. Website warnings speaks chrome also of itself, for complete security, I recommend there rather Adguard, since there user-work.
In summary: Norten and just like most other anti-virus software, is not necessary for the normal user. What Windows Defender does not recognize will not recognize Norten or other software.
And to get at such software, you really have to get into bad corners of the internet.
