Genshin impact can't be opened?

I have windows 10 laptop and since the new update 1.3 i think i go to genshin impact but when i click on start the banner with xiao goes away and i'm on my laptop so it somehow crashes and i have already checked that with admistrator and clicked on ok but it still doesn't work and i already deinterlaced genshin impact yesterday because it didn't work with the update download please help
