I wouldn't have a good gut feeling and would only get involved if he pays in advance by bank transfer or has the laptop picked up and paid in cash.
There's no right to delivery. This is an agreement between VK and K.
But it doesn't matter, this scam is known and old.
Is a fraud. You have probably received several of these requests with delivery to the UK.

Ignore the request completely
Report eBay
You're supposed to be ripped off
with a dubious bank by email: in order to be able to release the amount, proof of the dispatch number is required…
