If you program with C ++, you can also use a 286 black and white, of course not as a laptop:-)
Depending on what you want to program. Android development usually uses an emulator, i.e. 16GB RAM is the minimum. Game development often also requires performance. If you want to write HTML / CSS / JS, every PC that works can do it.
