I think 7 hours are very short because 16 hours are stated on the website, but 4 hours is something else.

Most of the time you have no guarantee on the battery. Take a look at the documents!
That depends on how much you do on the pc. If you have a high CPU load, i.e. You are doing something computationally intensive, your PC also uses significantly more. That should not be underestimated.
