Steam account?

I have a question. So, I just have a laptop (Windows 10) and I'm buying some game on Steam. And I also have another laptop. If I insert the account data (email and password) from the first laptop onto the other laptop, then theoretically I can't download the game onto it or is it already downloaded, or is that possible?

So I guess that's not possible because everyone else would do it. Ah and I don't know if that's relevant to the answer, but the second laptop is Windows 7.
