I'm not sure but I suspect a Windows update. I have Windows 8.1, if I want to click on restart there's currently update and restart.

Question: is this still under restart after the reboot?

I suspect a bug when downloading the update. Delete the current update and let Windows download it again, then maybe you're lucky.
