I'm looking for a new laptop and have also found two that are interesting for me. I would be interested to know which is more powerful.
Intel® Core ™ i7-10510U vs AMD Ryzen ™ 5 3580U

They don't really make much difference. At the moment, an AMD Ryzen of the 4000 series would be more suitable for mobile devices, since it comes with a whopping 12 cores and is brute in terms of performance.
They are pretty much the same, with the i7 having a slightly better single core performance. I would then decide which is better after the rest in the laptop.
And which of the two is better?
So is the Intel a bit ahead?
Minimal. You can take a look at benchmarks for comparison.

However, this difference is traceable to the benchmarks in everyday use and in games both will be exactly the same.
That's why I say yes, I would rather use the laptop with the better overall equipment.
If the i7 has a 256GB SSD and the one with the Ryzen a 256GB NVME SSD, I would use the second one, provided the price is the same.
You won't notice a big difference in the processors, you can rather go to what the other laptops have, e.g. Memory, RAM, display, processing, so which offers more for the price. To see which one is better, go to the website and look for them, but believe me, the difference is minimal
