I reloaded win10 but it still takes forever to boot up. (about 15 minutes). Browser open for about 2-3 minutes.
Programs open for about 4 minutes.
I've done Tune Up and all the other options.

The read error rate is suspicious - BUT basically:
Windows 10 is unbearable without an SSD - invest in an SSD and install it instead of the hard drive. It really pays off and you have a machine that starts up in a few seconds.
Your laptop is probably still doing updates in the background, etc. And that's why it has such delays - you should see that in the Task Manager in the Disk column. If it says 100%, then it just takes time.
Avoid tuning programs, they tend to cause more harm than good.
Tip: some laptops are problematic to open if you want to swap the hard drive for the SSD - I would have a look before I buy an SSD…
