From about 500 euro something reasonable should be on the market. Used devices are of course much cheaper, but Windows 10 should already run on it, because you probably want to use the device on the Internet.
If you need a laptop for school that only has to be able to do office work and surf the internet, a 15.6 "computer is usually sufficient for you. Most of them have cameras anyway. Try to get one that has an SSD installed you don't have to wait forever for it to boot up, it should also have an I3 processor and an HDD hard drive for storage.
When buying, pay attention to the longest possible battery life.

If the notebook is also to be used for games or other resource-hungry applications, I would choose a model that also has a dedicated graphics card installed. In any case, the operating system should be installed on an SSD, as this has a positive influence even on weaker devices.
I myself use several Lenovo ThinkPads from the T420 series and have the T460s linked above. I'm still very happy with it. Especially when I consider that I only paid around 100 euro for each device. Therefore can also recommend from personal experience.
However, as I have already written, it depends on the individual requirements. For a 12 year old, in my eyes it doesn't have to be a high-priced high-end device and for now a good business notebook is certainly more than sufficient. The main question is what you want to spend yourself.

Sounds a bit arrogant now, but I can only recommend a MacBook Air (an older model is also possible, is cheaper, for example, look on Ebay). Lasts for years. I've been working on mine for six years and it has never let me down. It's an investment, but it's worth it. You have no problems with it for years and you still get updates for new operating systems even after years. In addition, the operation is very self-evident.
I find it ideal for a twelve year old, because she will probably need it very often for school and a reliable and easy-to-carry computer is a must there.
