Can parents prohibit me from using social media?

The police were with me and confiscated my technical equipment on suspicion. My father has now given me a small laptop and a very old cell phone for school. However, he sets the conditions that I'm not allowed to use Whatsapp. As if I was looking for other ways to contact my friends. But he has also forbidden me to have a Google account and I'm not allowed to log into Instagram or snapchat or other platforms. Is he allowed to do that because it's still his computer? No matter which app I suggest to him, he will always find something in the privacy policy that is supposedly against our laws. Maybe he's right about that, but all my friends use it. And so I have no way of contacting you.
