How can I deactivate information windows?

On my laptop (Win 8), on which I'm surfing with a medionstick and prepaid card, every 10 seconds, at the bottom right of the screen, an information window appears as a popup window informing me that there's no internet connection available, which is nonsense, since I'm online am. The window bothers me as my writing is forcibly interrupted by the appearance of the window. So I have to reset the cursor every 10 seconds.

How can I disable this window? Pop ups are already disabled in the browser. Did not use anything.
