In my eyes yes. Laptops are more expensive from the start than PCs. Therefore, the parts from the price range are not really good. Anyone who claims that they're good doesn't know how well a smart laptop can do.
Most of the time, savings are made on components, are outdated or have a lower output. E.g. 4 instead of 8 GB Ram, weaker graphics (GPU) or weaker APU used. Unfortunately, you only notice this when using the device and then get annoyed about the purchase. Then you'd rather spend a little more enjoying more power and longer working hours (battery life).
Most laptops in the price range up to 300 euro are mostly leasing returns, residual items, stock items or simply outdated models.
If you sit down and research yourself and add up the prices of the components, you will quickly find out that nothing sensible can be achieved for up to 300 euro.
My laptos never cost more than 500 euro. I only need them to surf, watch movies and write email. Sure, you can't play games with it, but I do have the console
