Battle net launcher problem. Launcher can't be installed and resets the installation progress all the time?

Sit here for 3 hours and nothing happens. Got me CoD, which also had to happen in a roundabout way, and now I can no longer install the Battle.Net launcher, which I had to reinstallen, due to problems. No matter what I delete or try, absolutely nothing works. Need urgent help, that's just crazy. On other devices, such as my laptop, it works. Only I do not want to play the game in 144p to 20 fps.
