I would advise you to do a virenscan. This is often a reason when it is slow
I would recommend you to reinstall Windows by downloading the Windows Media Creation Tool, running it, confirming the policies, then selecting Upgrade. Then you can choose what you want to keep everything. Afterwards, Windows will be reinstalled. It takes a while, but after that it should work again.
