No, as far as I know, you don't need a new license.
Correct - as long as the mainboard & CPU are identical.
With a new installation you may be asked for the license key - but you can safely skip the dialog - the button for it is only barely perceptible - but it is there. 😉

The MS activation server knows which computer has been activated with which license. You no longer need to enter the license key.

You can do both - how do you want to handle it?
It is best to simply install Windows with the installation stick. Then I can start clean again.
Preparation:
Check the current HDD to see if there's a recovery partition.
If so, save the content on an external data medium.
There are my most important drivers that you need.
Alternative:
Go to the manufacturer's homepage and download all drivers to an external data carrier.
Actual conversion:
Then create the USB stick with the https://www.microsoft.com/.../windows10.
Then you already have the latest Windows 10 version 2004.
Replace the hard drive with the SSD.
Then boot from the Windows installation stick and install Windows.
That was it.
Useful tool:
If you have the option to connect via USB SATA hard drive, you could now connect your old HDD over it and save all the data you want to keep.

But you can skip it.
