Try to turn off the firewall on the Windows 10 PC.
Control Panel → System and Security → Windows Defender Firewall
→ (Left menu) Turn the firewall on or off
For all profiles (public, private and possibly domain) everywhere turn on disable.
If you have a lower version of Windows 10 than 1809, you should do an update.
Check the version with [Win] + [R] and enter winver or search winver in the start.
Make update at settings / update
