I've tried a lot to get Rocket League up and running.
The laptop runs with Win10 and 64bit.

I'm not familiar with Rocket League itself but with most game platforms e.g. Steam, Origin etc. There's the possibility to check games for errors, if an error is found there the faulty files are downloaded again

First of all a praise to you for the detailed description of the error.
Before you go looking for a DLL, I would reinstall Rocket League.
Should go faster than further troubleshooting.

kernelbase.dll doesn't sound like application to me but more like os.
I would no longer see the error directly in rocket league but rather in your os installation.

Are your CPU temperatures okay? Does the game start in the menu or does the error come before that?
According to the exception code, this should be a "File not found".
Some file was not found.
In the end, that can mean pretty much anything.
If reinstalling the game didn't help and the Windows integrity check didn't help, then I advise you to contact the game developer. They may be able to investigate the problem in more detail.
Possibly. Can you do something yourself, debug the application and find out which file was not found.
Do you have an Epic Games account and have you connected it to Steam? Since Rocket League is now an Epic exclusive title, an account is required there. I don't know if it has anything to do with it, but it would be a possibility.
The CPU is fine. I don't see anything of RL on the screen, just the error message
