How can I cost-effectively connect an older MIDI keyboard to a laptop via USB and control it via Fruity Loops?

Why does it have to be an old Midi Keyboard? I use about 50 Euro MIDI keyboard and am only reasonably satisfied.

But you buy a Midi-to-USB cable, cheap at Amazon.

Attention, do not be surprised, pin assignment may be confusing, e.g. MIDI-in connector is usually connected to the out jack of the device.
