My taskbar on my MSi laptop is no longer working and if I try to click on these only the loading icon also I can no longer use functions such as adapt etc.
Shutdown also works only via ctrl + alt + delete and logout then I can only press the turn off characters

I would boot it with a Linux Live CD or USB stick and check it out for viruses.
That's not normal.
Only if the virus and repair tools bring nothing, I would put on windows again.

If this flaw is brand new, a real reboot could help, ie: in the start menu: On / Off button> Restart.
If that does not help, check the Task Manager> Processes. The hard drive may be under heavy use by some process, perhaps a Windows service host. - Then you should be a little bit patient.
